THOR
Both of the Davies Shelters are now approved “Structured Housing” sites for the Transitional Housing for Offender Reentry (THOR) program for inmates and returning citizens under DCS supervision. As per DSC THOR program guidelines:
- THOR participants must identify and contact a site on their own
- THOR participants are required to pay directly for their stay
- THOR participants do not need to seek out DCS approval or assignment
- THOR participants are required to find and maintain employment
- THOR participants are not required by DCS to attend substance misuse services (meetings) or seek substance misuse counseling, but they may be required per their case plan with the Davies Shelters

THOR Costs
Admission: $800 required in full at admission
This amount will be returned in full to the participant after the successful completion of the 90-day program. Moving into housing is considered successful completion of the program, therefore, if a THOR guest moves into housing at any point prior to the end of their 90-day stay, the $800 will be returned in full at that time.
Weekly Fee: $100
Weekly fees must be paid after the first paycheck received by the participant, including any weekly fees accumulated while looking for employment. All deferred weekly fees must be paid as soon as possible. Participants must then maintain a weekly payment schedule on time (Friday afternoon by 5pm). Unlike the admission fee, these fees are not returned to THOR participants upon successful completion of their stay.
